Structure of the profession and the recurring obligations
Norway licenses both sides of the market: state-authorised auditors are registered and overseen by Finanstilsynet, and accounting firms must be entered in the register of accounting firms, with the responsible accountant holding personal authorisation. That registration requirement is a useful filter when comparing providers, because the registers are public. While Norway is not an EU member, it applies EEA rules and a standard VAT rate of 25%, and full electronic bookkeeping is standard practice. The typical comparison is between a cloud-first accounting office, a local firm with payroll depth, and a larger group that can support group reporting.

What to establish before shortlisting
